Annotation: The article explores the issues of institutional organization of rural areas management in the context of systemic transformation of economic relations and spatial structure of economic management, analyzes the key challenges facing the rural areas management system, and substantiates the need to transition from sectoral to territorial-integration management paradigm, which involves the formation of rural agglomerations and reference settlements as growth points.
