Annotation: This study explores new approaches to assessing a region's scientific and technological potential: institutional-environmental and structural-dynamic. The results of testing a proprietary methodology for assessing the realization of a region's scientific and technological potential from a structural-dynamic perspective are presented. This methodology was developed through a synthesis of the «innovation elevator» concept, adapted for the purposes of this study, and panel regression analysis.
