Accounting for mortgage burden in the calculation of family benefits as a factor of improving the standard of living in Vologda oblast

Annotation: The article addresses the problem of ignoring monthly mortgage payments when calculating per capita income for unified family benefits. The current procedure (income before personal income tax) overstates family welfare. A deduction of mortgage payment from total income is proposed. Relevant for the Vologda Oblast.
