Annotation: The article provides a description of reference settlements and highlights the problem of their institutionalization. The author concludes that the assessment of the effectiveness of reference settlement development policies should be based not only on the improvement of the quality of life for residents of reference settlements, but also on the assessment of residents of adjacent territories.
