Annotation: The article analyzes modern challenges of digital transformation of the Russian economy at the regional level: personnel shortages, digital inequality and cyber threats. Opportunities for territorial development through the implementation of digital platforms, improving digital literacy of the population and implementation of national programs are considered. The necessity of adaptation of management practices to the conditions of digital economy is substantiated.
