Annotation: The research focuses on inequality in public access to cultural services. Based on the analysis of the municipal program for the development of culture in Tyumen and reports on its implementation, the main forms of territorial and infrastructural inequality are identified, caused by imbalances in the placement of social infrastructure facilities and the lag in their development pace behind housing construction. The mechanisms used by local authorities to ensure the accessibility of cultural services, including interdepartmental interaction and the search for new premises, are presented. The necessity of shifting from gross indicators to indicators of real accessibility of cultural goods is substantiated.
