Annotation: The article focuses on the multilevel assessment of the pharmaceutical labour market: national, regional and sectoral. At each of these levels the key directions influencing the state of the labour market in the pharmaceutical sphere in general and in each region, in particular, are highlighted. At the national level, the main problems are related to the lack of national projects in this sphere, in contrast to the sphere of industrial pharmacy and medicine. The specific features of the sectoral level include the monopoly of pharmacy chains in the retail pharmaceutical market, which leads to negative consequences in the qualification and composition of personnel. The Pharma-2030 strategy emphasises the development of the pharmaceutical industry, but does not contain initiatives for retail pharmacy, leading to an exodus of employees from one sector to another. In addition, the decrease in the number of students choosing specialised pharmaceutical fields and the decline in the prestige of the profession of pharmacist lead to a shortage of the necessary staff. As a consequence, pharmacy chains are resorting to hiring workers who are not authorised to practise pharmacy, which exacerbates the problem. It is predicted that in 2025, the labour market in the pharmaceutical sector will face a growing shortage of staff, which will require employers to introduce flexible working schemes and improve working conditions to attract qualified specialists. At the regional level, the situation varies depending on the availability of educational organisations that produce pharmacists, the level of development of pharmacy chains and the possibility of migration to nearby regions with pharmaceutical clusters. In particular, in Nizhegorodkiy region there is a shortage of pharmaceutical personnel, which is strongly pronounced against the background of rising salaries in this area. Thus, the study emphasises the need for active participation of the state in the formation of human resources policy and improving the quality of pharmaceutical services to ensure the health of the population and meet the needs of the modern pharmaceutical market.
