Annotation: The Arctic territory of the Russian Federation is of strategic importance. Mining and the development of the Northern Sea Route are two of the most global goals being implemented in the Arctic zone. To achieve our goals, our country needs people to live and work in the Arctic territories, despite the harsh living conditions compared to the central and southern regions of Russia. The unfavorable climate, poorly developed infrastructure and, as a result, low availability of social services for the population contribute to migration processes, and residents of the North continue to migrate to more southern regions of the country, reducing the human resources potential of the strategically important Arctic zone. In order to slow down and stop migration processes, the Russian government, headed by the President, is taking measures to improve the living conditions of the Arctic region.
