Annotation: The aim of the article is to assess the current state of scientific and innovation development in Russia and to identify mechanisms that enhance its technological self-sufficiency. The paper presents an overview of federal programs, initiatives, and areas of government support, as well as outlines the main institutional challenges. Special attention is given to Germany’s experience. The article concludes that the gradual adoption of successful international practices can contribute to building a modern innovation-driven economy in Russia.
