Annotation: In the context of the transformation of the Russian Federation’s economy due to external shocks, the key role of Russian regions (subjects of the Federation) in ensuring national economic stability remains critical and is further reinforced. However, a potential obstacle to the fiscal development of Russian regions may be over-indebtedness through commercial loans.
