Annotation: Annotation. The relevance of the topic is due to the need to improve the competitiveness of regions in the context of globalization and scientific and technological progress. Scientific and technological progress (STP) plays a key role in the economic development and social transformation of regions. Effective assessment of the level of STP allows to identify the strengths and weaknesses in the development of specific territories, identify priority areas and develop strategic measures to improve them.
