Annotation: One of the main areas of development of the Russian Federation is food security in the country. Rural areas play a key role in shaping the balance of spatial development of territories. The problems of rural areas are large-scale for the entire country. Every year there is an outflow of rural population to cities. One of the tools to reduce the outflow of rural population is the use of a cluster approach in the regions. The purpose of the study is to justify the introduction of a cluster approach to the development of rural areas.
