Annotation: The analysis of consolidation of municipalities in Russia and foreign countries is carried out. The conclusion is made about the presence of a number of negative consequences of consolidation of municipalities from the point of view of local self-government development, as well as the inconsistency of the argument about saving budget funds during the consolidation of municipalities. The expected savings on administrative costs are often offset by the growth of costs for the implementation of the main powers of the municipality (education and health care) and the deterioration of public access to the organization of local self-government
