Annotation: It is shown that the methodology for assessing regional adaptability is based on the identification of two groups of factors: stability, which implies the ability of the economy to maintain size and structure after a deforming impact, and resilience ("elasticity"), which takes into account the ability of the regional economy to recover during a transformational recession
